Immigration New Zealand have recently updated information about exceptions to border closures, including those deemed critical health workers from overseas who are not New Zealand citizens or residents.

From the Immigration New Zealand (INZ) site: “Critical health and disability workers are current or new (start date March to 31 December 2020) employees who hold a key position required to deliver critical services within the NZ health and disability system.”

For those critical health and disability workers, to gain approval to travel to New Zealand one must submit a request to INZ and be invited to apply for a visa (or variation of conditions), which if approved will allow them entry.
